L-3 Communications Holdings makes sophisticated secure communications products, including microwave components, avionics and ocean systems, and telemetry, instrumentation, and space products. It is a leading maker of aircraft flight and data recorders, so-called black boxes. The US government, including the Department of Defense and intelligence agencies, buys about 60% of L-3's output. Its commercial customers include AT&T, Loral, Lucent, and Motorola. L-3 is developing commercial uses for its high-tech hardware, including airport security equipment and medical simulation systems.
