Well, of late, many pundits are saying that small caps now have the cheapest relative valuation (vs. the S&P 500) in 10 years.

Is it now time for small names to move, now that perhaps Japan is getting its house in order and Asia shows signs of stabilization?

Let's get some talk going on here (please I would prefer this to be a more "macro" discussion rather than a "tout" board for scam penny stocks).
