What the ISP's want is access to the local loop so that they can roll out new technologies such as ADSL. At current, they simply do not have access to the dry copper wires.

Why don't they just buy alarm companies and roll out xDSL over these dry copper LADS circuits?

Perhaps we should all be buying shares of alarm companies?
