In order to focus on the lack of transparency with checks and balances of regulated short selling and illegal "Naked" short selling especially through off shore accounts, I am starting this thread.
Short selling - A short sale is generally a sale of stock by an investor who does not actually own the stock. (as per the SEC)

SEC 1997 News Release: sec.gov 1997 Summary: The Securities and Exchange Commission is seeking public comment on the regulation of short sales of securities.
Comments are still coming in though this was back in 1997 sec.gov Presently, there is a petition to requesting the SEC to puy into place adequate safeguards on short selling both regulated and "Naked" short selling, which will be sent to the SEC & Congressional Finance Committee for their review and consideration. petitiononline.com
