REQUEST FOR CONFIDENTIAL BUSINESS ASSISTANCE AND FUND
MANAGEMENT
I propose to you in due recommendation by your trade commission for your assistance/partnership for the transfer and subsequent investing of the sum of Twenty One Million Two Hundred Thousand United States Dollars (21.2M).
I am Col. Johnson Sallisu, a personal assistance to the security advisor to the late President of
Democratic Republic of Congo, Laurent Kabila.
Arguments on the delay of peace process on the 29th month old war and continued fighting with the
Rwanda/Uganda backed rebels by the late President led to his assassination on the 16th of January 2001 by his bodyguard.
In wake of this controversy, the President had
instructed my boss on arms acquisition through
classified and secured military intelligence strategy. For this security reason, my boss conveyed the above stated fund through the use of a security company and registered as Diplomatic Baggage to be claimed by his wife (Mrs. Magaret Kumi) in the Republic of South Africa for the arms negotiation and acquisition. He did not actualize this since he was among the officers
killed in assumption of power by the son of the Late President Major-General Joseph Kabila (see Daily News 23/01/2001) "380 soldiers executed in Congo" or visit Independent on line www.ioc.co.za).
We therefore fled to South Africa with my late boss family where we took up political refugee and maintain a low profile and also made an arrangement for the transfer of this fund out of Africa. We have ensured all transfer arrangement in line with normal banking practice and the remittance advice has been obtained from South African Reserve Bank. It then becomes paramount that with a refugee status, the domestic banking regulation would not allow us operate bank
accounts to accommodate the transaction volume. We
therefore ask for your assistance in providing the
needed account(s) through which the fund can be
transferred.
On acceptance of this offer you would be expected to arrive in Durban South Africa to open the
non-residential account for the transfer once the fund is claimed from the Security Company as well as assist in the investment of the fund in your country where we will permanently reside.
In this venture, we are offering 20% of this money for your assistance while 5% of the money will be set aside to cover all expenses that will be incurred in this transaction. The rest 75% will be kept for our investment purpose until we arrive in your country.
I finally that there is no inherent risk in this
transaction, as we are not under any pressure from the present government who is not even aware of the existence of this fund. I therefore clearly ask that you treat this with utmost confidentiality as the lives of our respective families wholly depend on this fund.
