Yes, one would. Some ballots are thrown out because the voter screwed up. By definition, a ballot that got screwed up somehow (two holes punched for president, for example) is not a "vote." It's just a ballot that the voter screwed up on.

Happens all the time.

What TigerPaw is talking about are ballots that were tossed out by the counting machine for some irregularity. The argument is that some of these irregularities are maybe actual votes if you kinda change the way you define "vote".
