What the MM's and specialists are doing are not risking for them. There is no risk for them because they control the price of the stock, regardless of econimic forces. The disparity is only becasue the NASD MM's were able to do it, if the NYSE wasn't so "noticeable" the specialist would have hugh spreads to.
