John Bolton. John was a finalist to be Deputy Secretary of State. Lost out to someone Rice liked better. This was the consolation prize. And a "may the bird of paradise fly up your nose" to the UN lovers. This is the guy who got the job Bolton wanted. Deputy Secretary of State Robert B. Zoellick's nomination as Deputy Secretary of State was confirmed by the Senate on February 16, 2005. He was sworn in on February 22, 2005. The Deputy Secretary serves as the principal deputy, adviser, and alter ego to the Secretary of State; serves as Acting Secretary of State in the Secretary's absence; and assists the Secretary in the formulation and conduct of U.S. foreign policy and in giving general supervision and direction to all elements of the Department. Specific duties and supervisory responsibilities have varied over time.
