Keith, one has to identify what it is that has collapsed in the financial markets. Certainly Treasury bonds have remained stable, and a great deal of OPEC money continues to flow into this area. Certain stocks have dropped, but the best evidence I can find suggests that OPEC nations are less affected by stock prices than by overall demand for oil and gas, coupled with unstable currencies. The question then is whether individual OPEC members will stay with production quotas or go their own way, given the world security and economic problems. So far, they have opted to hand together, presumably, to paraphrase Ben Franklin, to avoid hanging separately.
