The entire piece exposes the Tower of Basels iterations, as a circular reference. Engaged to Obfuscate the flow of money/resources/instruments through a system, whereas at the Control Unit of the systems discretion, is geared to insert complexity, to delay, deny and destroy competition for resources. The systems inherent malfeasance is simply enabled to permit contrivances to suit the self interest of those whose input into the control units, are viewed as steering functions to enable self interest as circular reference to be asserted.
