When the telecoms place the fiber lines they all buried far more fiber than they needed. It would be cheaper to bury the dark fiber once than to dig up the trench again. The optics and lasers however were purchase at a as needed basis. It would cost over $350 billion in equipment to light all the dark fiber (this comes from James Crowe - he is not doing to well with LVLT, so take it for what its worth). When you start to buy NT I would think the down side to Corning has not been completed. A safe investment might be to pair a purchase with NT with a short of Corning. I to am on the side lines waiting. It might be a full year though. Flint
