I think that excerpt helps explain why it is better to be on the inside in a State than the outside -- i.e., why it is better to be Identix in Ohio than DBII. Who would want to buy DBII equipment there when just trying to use it in the Ohio system is so problematic? The same is now true in Georgia and Wisconsin, and every State IDX has taken and will take in AFIS.
