It would thus appear that a CDMA2000 operator may still have to purchase as much equipment as a WCDMA operator in the network build-out

Where do you get that impression? In Korea, it is about upgrade the existing base stations with new channel cards and add in some routers. In WCDMA, you need brand new base stations, new towers, new sites. The cost won't even be close.
