Kushner is an advisor for the same reason there aren’t even US ambassador nominees to Saudi, Turkey, etc. Not just nepotism/ loyalty. Unallocated power moves up the vertical. Less transparency, more opportunities for corruption.

Great point @Kaspararov63. As a former organized crime prosecutor, can add that mob bosses and gang leaders also want a small circle. Really small. Because that means there are fewer people in a position to cooperate against them when law enforcement comes calling.
