Schmidt has to be given a chance for the following reasons

(1) For him to effect better PR he has to can the current PR and get control over the current situation

(2) To do that he has to know who to can and what to do.

It would be more productive to search for some signs that he was smart enough to bring in some of his own people with him to do some of this work for him than to fault him for taking the existing people and teaching them how to dance. We know the existing PR sucks.

If he is stuck with the existing crew he's dead. In corporate politics change rarely happens overnight. Except in a buy-out.
