The same issue occurred to me the first time I saw it. I'd just as soon put in a data overlay and migrate into IP video as it comes of age. By definition, streaming video would be supported by 10/100/1000 Mb/s Ethernet. But this would not readily support the commercial analog NTSC program type without doing some digital head end work and redoing the set top space.

Others are doing digital for digital satellite, and some others like Q, nee USW, have done it with VDSL delivery to support video. GI's Next Level comes to mind.

A purely digital approach to delivering video will come into play on FTTH systems, too. Why isn't WIN doing it here and now? Beats me. The only thing I can think of is they may want to limit their video component to off-the-shelf availability items, due to commodity pricing and time to market goals. Anyone else have a view on this?
