Ray,
thx alot for posting this great link. Hats off to Mr. Glassmann - that was a striking overview of the current broadband situation and it offered some glance behind the cards as well. While he certainly is not trying to rise above all alleged impartiality (the AT&T link he enjoys was cited) I pretty much see most of his message as valid. Yes, correlation is not necessarily causation but nobody can deny that alone the introduction of such a bill in Congress months ago set a stage, and lead to a "climatic" change in investor sentiment: unfriendly to the competitive fringe (CLECs)

He specifically cited as failures of the 96 Act missing timetables and stiff penalties - pretty much concur with my own conclusion that the 96 Act gave the incumbents too much leeway..

The following paragraph appears to be the essence of his article: "Deregulating a monopoly built up through a century of government protection and subsidies isn't easy. If you do it all at once, the monopolist gets a windfall and blows away all potential competitors"

Wow ! Exactly what I think of it - and it makes a sound case for "assymetric" regulation

best wishes
