Fabricating scarcity and central control in network resources is much easier than innovating, ain't it? How does this jibe with their triple-play world view? It doesn't. Cable TV: way less than 5 nines for decades, and pretty well a saturated market. Ditto internet access. And cell phones? There isn't a nine to be found anywhere. How could anyone ever expect more, was I believe Ivan Siedenberg's comment on that. The wonders of market power...the market needs what the Bells say it needs.
