In many other countries with socialized medicine this is exactly what they have done to deal with doctor shortages. If the best doctors decline to participate because they would like to earn a reasonable compensation rather than a government minimum wage then government takes their services by outlawing their practices. Then they should adopt the British system. GP's are the gatekeepers and they get a very hefty bonus on top of their base pay if their pool of patients is better taken care of. Dr's get a substantial bonus at the end of the year for healthier patients. Healthier patients save the system money.
