Regarding your question: Even though the client PC (the computer with a modem and fingerprint-verification device) would be safe, hackers who tap into information via routers would have no problem decoding the data unless strong encryption exists.

Picture the age-old children's toy of two tin cans with a string attached. No matter how much security you put on each can so that only person "X" can access and use that can, as long as hackers have access to the string, they're going to "see" your data (or hear your conversation). The principle of encryption is basically, "Hey, hackers-of-the-world, go ahead and look at my data--you're never going to be able to figure out what it means anyway!"
