Sounds like Leap's network has pretty good coverage from multiple base stations and can support a network-based solution by the deadline.

I suspect both can be deployed at the same time.

GPSOne relies on existing timing accuracy for CDMAOne base stations. Only thing you need for Snaptrack is to offer handsets when they become available and update infastructure software to process the data.
