According to tradegauge.com -- By measuring the time difference between your machines clock and the time stamp embedded in each tick of data sent by the market, Connection Analyzer is able to derive the time it took for that bit of information to travel from the floor (or network in the case of NASDAQ) to a series of data providers and eventually on to you.

I don't know of any real time data vendor who uses the internet for delivery that provides an exchange-originated timestamp. Hence what you are really measuring is the latency from the data vendor's server. --Which can be useful info, but not the same as what is implied in the description quoted above.
