Sounds like an LRAD speaker in this video of 'cops gone crazy'...can't understand any of the 20 or 30 cops buzzing around like chickens w/their heads off....but, the Loudspeaker is clearly understandable. (can't guarantee it's LRAD, but sure sounds like it..they should have more...and have everyone else...SHUT UP) I don't blame the guy for not getting out....those cops were in a frenzy...and apparently, no one bothered to check the health status of the woman in the car that had been hit... youtube.com (some profanity, and don't watch the follow on 'Molly' video (some flashing)...which shows the difference between a black vs white situation... Both of the guys should be in jail, however.
