BEL's market cap exceeds GTE's by about $15 billion. By most other characteristics, BEL is the larger player. Thus, on the positive side, I would hazard to guess that BEL would then be the relationship power broker and would insist that GTE use WSTL equipment to insure company-wide compatability. However, on the negative side, GTE is already implementing, and most of their equipment is ORCTF (right?), so since GTE is further along, it might make more sense to adopt GTE's implementation plan...
