The real issue is that whoever gets his foot in the door first has big leverage with the standards committee. I've been there and seen it happen (in a different industry). Ironically and coincidentaly, the other guy, that is, the big gorilla, had his foot in the door first. After the foot is in the door, the argument goes like this:

"Now that I have all those widgets installed that wont comply with the new standard, who is going to pay to upgrade them all?"

The standards committee, having no way to enforce its standard, will arrange a meeting for the two players to work out their differences, which is about all they can do. When the meeting takes place, the player with the biggest installed base will have the most clout. End of story.
