I think it’s simply authoritarian hypocrisy. According to their logic:

We’re dominant. We can say what we want.Y

ou’re submissive; you should shut up and listen.

We’re dominant. The law doesn’t apply to us, even if we break it.

You’re submissive; the law always applies to you, even if you did nothing wrong.

By that argument, what Trump is right because Trump is the one doing it. Of course, if Joe Biden were suspected of doing even half of these things, he’d have been impeached already.

When you see their behavour as driven by a need for dominance, then it makes sense why they say what they say and behave as they do.

While this answered another question I think it applies perfectly to this one. Daniel Poissant's answer to Does the federal deficit mean anything anymore? Trump has run it up to historical levels, yet the Republicans don't seem to think anything of it.

I would add that studies have shown that low dominance authoritarians readily accept what is said by people they hold as leaders while rejecting what people outside their bubble says.

This idea of dominance makes sense to me. The other day a trump supporter said to me, “trump says what we’ve all wanted to say but never could. He speaks for us!” This attitude conjures the image of the kid hiding behind the bully as the bully confronts the world. The bully becomes his/her shield from the enemy who is getting the blame for all the bad things that occur to them.

I have a friend who was once turned down for a job based on a lack of qualifying skills. But his translation of why he didn’t get hired had nothing to do with him and everything to do with the company. “They are jealous of me because X.” It’s the same idea as a child saying, “I got an F on my paper because the teacher doesn’t like me!”

This says that whatever this person achieves in life is a reward for being good. And if they aren’t rewarded for being good, then they can’t respond because “good” people don’t behave this way. trump gives voice to the injustice they feel without their having to take responsibility for it.

But this goes further: Now, because trump does it and trump gets way with it, they give themselves permission to let fly with what they’ve been suppressing in the name of goodness.
