The only exceptions should be physical incapacity. Personally, I wouldn't even permit those girls who got pregnant in high school from fulfilling their obligation in some manner, maybe on a local level through community service.

There will always be exceptions, but they should be EXTREMELY HARD to obtain. We don't need to see situations like during the civil war, where rich folks could hire others to fulfill their military committment, and thus legally evade the draft.

Now how all this applies to Foriegn Affairs? Well, outside of being a strong believer in the Peace Corps program, I guess all of this is pretty off topic.... :0)
