Nope, no blame. I just believe that the implementation of a solution, no matter how elegant, may be beyond the possibilities for such a global mishmash of agencies, systems, and diverse and very fallible people. ANd that there will be failures. We do what we can to fix them, but is there really a solution?

WHile we examine the failure of Xmas Day, Al Q does the same.

I love your word "kludgy". It's really how I see most of what we do, it's often the best we can, particularly in the hostile political climate we have now.
