I agree with you that the motivation was different with the Soviets, thank heavens, and that reduced the likelihood dramatically. But it could still have happened through the efforts of some madman or by accident. And what could have happened would surely have been "total devastation" for us. The terrorists, OTOH, although they are highly motivated and quite mad, have very meager weaponry.
