Bush used the California electricity shortage as an excuse to push drilling in the ANWR. That is either stupid or corrupt I don't see the justification as either stupid or corrupt, but it may be dishonest. Bush was pushing the policy before he mentioned anything about California, he was just looking for another justification for it. That justification that he provided was extremely weak logically, but might be useful politically. TIm
