Wild guess ... I think Win ME could be considered the better OS for consumers because: it offers the most comprehensive legacy support; it demands less hardware resources; and is priced less. Win 2000 is a superior OS. Cheers, PW. P.S. If one was a bit cynical they'd think Microsoft wanted to sell two OS for every box: Win ME to start, and Win 2000 later.
