As I recall Siri wasn't announced at WWDC last year but rather at the iPhone 4S launching. Seems like Apple always saves one or two significant iOS feature announcements for the iPhone launch.
Even if it's not a completely new feature, an improved Siri that is better integrated into the whole operating system and apps would be a big upgrade.

This past weekend, I started using dictation to send texts using Messages on my iPad. Once you get used to speaking the punctuation, it's really great. Very accurate, and a real time saver. I've been surprised at how little editing is necessary. I'm getting excited about having Siri on the iPad.
