You should look into the economics of the port of New Orleans. The port of New Orleans is a national asset. The sub-sea-level housing isn't. Bridges and telecom will all be fixed within the normal economics of America. Bridges and infrastructure are deteriorating faster than we're fixing them and focusing on New Orleans will make it worse. The state of our infrastructure would be a national scandal if we weren't distracted elsewhere.
