EMP causes a lot of problems but you are exagerating its effects a bit. It would not knock out all electronics in the country esp. if we knock out 90% of the incoming warheads.

Also from your own estimate "So the first winter after such an attack would be a gate through which only 20 or 30
million would be able to pass." It is quite possible that 20 or 30 million (or even more) could survive if we knock out 90% of the warheads, but that less then 20 million would survive if we don't. Hence more people live if we knock out 90% of the warheads. If 100% of the warheads hit not only are the primary effects worse but the secondary effects (EMP, fallout ect.) will also be worse.
