Dear Bob,
re QQQQ-bb what ramifications does not being subject to penny stock rules have? I'm a sometimes bottom fisher, but haven't researched this in detail. Quantech will have to raise a lot more capital still (& get the fed's blessing), and this (w/the increase in interest rates) should make several of these more affordable.
