You do realized "accused" doesn't imply guilty right?

Also the Russians had offered the Marine for the arms dealer before and it was rejected. Partially it could be because you have a different administration now, but you also have fewer years left on the his sentence (it wasn't about to end but its close to half done), and you have a two for one now, rather than a one for one swap.
