That's the way I read it too, but I give that a little more weight than hiring an investment bank (about which some on this thread got pretty excited this summer). I think a university-associated organization is a little more likely to pick-and-choose its affiliations and the scientific work it chooses to undertake because there is more than money involved, there's tenure, professional prestige, etc. You don't want to get stuck doing dead end work, no matter how much it pays, whereas I think for an investment bank, how much it pays is the crucial factor.
Nevertheless, I think it's meaningless for investors with anything less than a 2-year horizon. I don't think Siemens or OGI can get up to speed with something that will actually produce substantial revenues in less than that time frame - and of course, I personally am skeptical that the revenues will ever be sufficient, given the way the company has been managed, to make it worth the wait.
