You're using a logical fallacy, but I don't remember the name of it. You pick one example and then overgeneralize the conclusion. If the government paid a company to clean the park and the company isn't keeping the park clean then it's not doing the job it was hired to do. Maybe they hired the cheapest company instead of the most reliable. Lots of people don't care how good of a job they do as long as they get paid. Some of them work for governments.
