As the population grows more government is needed, more money is needed, more programs are needed and more restrictions on business are needed and this is why taxes go up. The age old problem is accountability and making sure the money is in reality put to good use and so heavy penalties like they have in China are needed for those who misuse state money or defraud the consumers
