Most days my web page (located on one of my ISPs servers) downloads instantly, other days it is much slower.

That could be due to the fact that portions of your web page may already exist in your disk cache on "fast" days, but have to be downloaded to you on "slow" days. In other words, it may not be an issue of how fast the data is sent, but rather how much.
