Seattle has the same problem. On the shore of Lake Union, Gasworks Park, Montlake Cut, the Canadian Geese gather thickly and, uh, fertilize the grass freely. The same debate rages. Seattle's solution was to capture large numbers of them and ship them out to Eastern Washington where a) there are lots fewer people for them to bother, and b) hunting is not only allowed, which it isn't in Seattle city limits, but enthusiastically followed, and the more Canadian Geese the better, from the hunters perspective.

Nobody asked the geese.
