Ultimately it come down to increasing insurance risks and losses.

With stronger storms, higher intense (feet) rainfall in very short periods of time (minutes) losses are just getting higher and higher, not to mention higher wind speeds.

There is no way I would build on the coastline of the SE and Gulf of Mexico.

Twenty five feet or higher above the high tide line maybe.

Buildings need to withstand 200 mph winds.

Existing stock of buildings can't meet that.
