I would be very surprised if even a small minority of those whose credit cards got out of hand refinanced, paid down the balances, and then suddenly were fiscally disciplined.

Instead, I'd expect them to rack up balances faster than before, because now they have two mortgage payments to make. The tax benefit they get at the end of the year is likely something to encourage their consumption and would quickly be offset by higher credit card balances.
