What Ritter is telling us is that there is something in between his resignation and going to war.

What do you mean? Between his resignation and going to war? Are you saying between the time of his resignation and now? His resignation and going to war are not on the same continuum (other than time).

Let me try this again........what Ritter is saying is that there is a course of action somewhere in between his resigning in protest, and going after Saddam in a military operation. Think of the two actions as extremes on a spectrum. He is saying there is whole section of possible actions in between the two extremes that is worth exploring.
