I would have been fine with using those funds as a compliance incentive.

But in one of the most desperate, stupid political sell outs in history, Obama used the money to persuade them to agree to a deal that was so good they were never going to not comply. Amdeal which gave them nukes in 15 years and the ready cash to build them.

I know the history of the money but those funds were held pending compliance, not mere agreement. It is the reason you don’t hire a boy to do a man's job.
