Not that I take any stock in overclocking as a measurement of CPU headroom, but you should know that many people have claimed greater than 5% overclocks on the 2GHz Pentium 4. I've seen plenty of people in the range of 2.2GHz to 2.4GHz with air cooling, which constitutes 10-20%. If you want to verify, check out some of the forums on overclocking webpages. Now I'm wondering where you get your data.
