It's neither. Pieces which fell out of the walls in the collapse area fell first, before the upper mass of the building began to move. They had a head start. Since all masses are subject to the acceleration due to "g" those that get started first attain higher velocities first and continue to pull ahead in any snap shot of time. In other words they fell as expected under the laws of physics.

Examine two objects accelerating at the same rate, but one of the objects begins before the other. Say object O1 starts at T1, and object O2 starts at T2. Assuming that even if the difference between T1 and T2 is small, that at any snap shot in time, O1 will be ahead of O2. Further at any snapshot in time O1 will have a higher velocity that O2. And further the distance between O1 and O2 will increase at every snap shot.

Also I have noted in some videos some pieces that appear to be ejected from the collapse zone and even have streamers of dust or steam or smoke trailing behind them. I don't know what causes that extra downward vector, perhaps it was an explosion?

In any case the speed of each of those falling bits with an initial V=0 can be timed, and it will be shown that they too fall in free fall time. The pieces with the streamers of smoke behind them should be treated differently and back calculated to determine the initial downward vector.
