I had the same problem last week, had to close the file Nprotect when you do the CTRL ALT DELETE thing from desktop. (IF you are using Norton Utilties or System Works)

I think that was the file that was stopping me from formatting the other drive, it's not there anymore, as I did some changes last week to settings.

Just as easy to put a boot disk in and format from the boot disk, but make sure the format command is on that boot disk.
