One source of beneficial spending would be on alternate energy from Shale and Coal. The jobs would be here - construction and operation. Our money would stay home. Lord - if there was ever a win win government spending program that would be it. I would do it with price guarantees for the products. I would put the burden of efficient operation on the companies.
