In a system designed and implemented by noble beings, the good and decent are promoted while the less worthy are demoted. The system and society evolves to increasing magnificence.

We need a serious call for reform and restructure in the western culture. Backroom deals, codes of blue, justice for a price, and influence peddling have become deeply engrained... change in this direction, given current dynamics of going along to get along is not bloody likely.
